Housing Choice Vouchers and Access to Opportunity
The Housing Choice Voucher program is one of the federal government’s primary ways of helping low-income families, the elderly and disabled people afford homes. Nationally, 5.4% of renters use a voucher, representing 2.4 million households and 5.2 million people.
In this report, we explore where vouchers are used today and more specifically their use in high opportunity areas and areas of concentrated poverty as defined under the Federal Housing Finance Agency’s Duty to Serve regulation. We also focus on the relationship between voucher usage and affordability, as well as the relationship between voucher amounts and market rents.
